In 2014, Global Diligence lawyer Richard Rogers filed an Article 15 Communication presenting evidence of crimes against humanity committed by the Cambodian government from July 2002 onwards. The Communication, submitted on behalf of Cambodian victims, argues that widespread land grabbing and mass forced evictions amount to crimes against humanity under international law. These crimes, which have been planned and perpetrated by senior members of the Cambodian government, security forces, and government-connected business leaders, are the consequences of land grabbing and form the backbone of this Communication. By 2016, over 830,000 people had been adversely affected by land conflicts, with Indigenous people suffering disproportionately. The Communication requests the OTP to consider initiating an investigation into these crimes. In July 2015, a supplementary communication provided additional evidence and demonstrated how the land grabbing had a disproportionate impact on women.
